Windows Vista Why can't I download .............

I'm the Admin of this PC yet can't download some files from the internet.
How do I get to download them? Why don't I have control over my own PC?

Please attempt to provide more information :

1) What type of files?
2) What web browser? Or are we talking from a FTP Server? Limewire?
uTorrent? Etc...
3) What message specifically are you getting when you "can't download"

They were an assortment. Password finder, Karen's Directory Printer etc. It
occured to me to use Mozilla FF. That worked.

Just IE7 that came on my PC.

There was none. The downloads wouldn't even begin. Nada! Nothing........
something was blocking downloads. We finally did a system restore due to
oddball lockups and I was able to download iespell for IE7.
