Send Message - Admin Rights

Our users work exclusively through RDP. For some reason a handful of users
were given local admin rights, so that they could send each other messages
using Task Manager.

I found this article:
http://technet.microsoft.com/en-us/library/cc786099.aspx

Which says "You must have Message permission in order to send messages".
And I looked at what rights Remote Desktop Users has, and it includes the
Send Message right. But... our users that don't have local admin rights
still can't send a message using this
method.
Can anyone else use this Send Message option, without having local admin
rights?

Have you considered implementing something like Live communications
server or just giving htem access to some sort of IM?

What is the Windows version of Terminal Services are you running?
by default i believe post Win2k3 Remote Desktop Users do not have send
message permissions. You can set the permissions with tscc.msc (or
tsconfig.msc in win2k8)->Permissions tab

Win2k3.
I just found it. I hadn't gone far enough..... I just looked on the
Advanced tab, and Message was unchecked.
