Not much information about what you're really trying to do. If you want to
partition your hard drive during initial installation, then it's fine to do
so. If you want to partition your hard drive from within a working
installation of XP without losing any data, you need to use third-party
partitioning software. I like Acronis Disk Director.

Yes. However, there has to be free space to create said partition. You
can't resize an existing system partition with diskpart.
