I've been struggling with this for well over two years, and I'm at wits end!
Currently running XP SP3 on an HP Pavilion PC, (though my problem predates
SP3) and using only Microsoft-branded protections (Windows Firewall,
OneCare, Windows Defender, etc.- no third-party security.
Windows Update used to "break" every six months or so with the error code
above, and, from help I found searching this group, as well as some guidance
from MS tech support, I learned how to go into Safe Mode, rename or delete
the Software Distribution folder, re-register the .dll files listed in the KB
article discussing this error, and life would be good for several months.
Now, Windows Update breaks, I fix it the same way as always, I get to go
through maybe one night with Automatic Updates, and it breaks again after the
updates install. It seems to have gotten worse since installing OneCare,
but since the underlying problem has been around for a couple of years,
always with the same error code, I think OneCare is just "tripping" the
underlying cause more often, rather that causing a new problem coincidentally
generating the same error code.
I can get WU to stay working longer if I only use Windows Update instead of
Microsoft Update (but when OneCare does it's "checking for updates" I think
it tries to turn MS Update on.)
I get so sick of fixing it, I generally leave it broken for a few weeks,
then fix it and get a big pile of updates all at once and just let it break
again until I notice my other PCs have automatically installed new updates.
I had to fix it a day or two ago to download Zune 3.0, which hung at the
"checking for updates" dialog until I fixed it- Zune software apparently uses
WU to manage updates as well. Lucky me.
Here's a sample from my WindowsUpdate log- hopefully this will shed some
light on the problem. Prior to this sample, everything seems to be going ok
until about a few lines after this, when we see "Found non-managed non-WU
Service registered with AU", then things seem to go awry:

and get rid of? Or is this a "normal" MS program (like Zune or Windows
Defender) that receives it's updates via WU?
Once I get that dreaded "WARNING: WU client failed Searching for update with
error 0x8024001b" WU is dead- automatic updating stops working, and
attempting to update manually via the WU webpage just hangs at the "checking
for updates" screen with the dotted green "lack of progress" indicator, with
the WindowsUpdate.log file seeming to indicate everything's fine, but
stopping cold at:

Sorry about the long winded post, but I wanted to be as complete as possible
