Another thing you can try is resetting your IP stack/Winsock LSP catalog.
In a command line type: Netsh WinSock Reset
This will reset your IP & Winsock back to its original state, so make sure
before you reboot to re-add the ip/gateway/subnet you may need. Also it may
screw up your McAfee but that can be reinstalled if necessary.
If that doesnt work you could try deleting your network card through device
manager and installing it fresh, possibly a new driver is available for it
as well.
Was there any software or drivers installed right before you noticed this
issue? You could try disabling your McAfee as well as any other 3rd party
apps from bootup to try and track down a possible culprit. If you noticed
this issue just after installing 2003 SP2, you could try reinstalling it.
You could try running a virus & spyware scan from an online source like
http://housecall.trendmicro.com .
....and if none of these work..i am out of ideas
Wipe it clean and
install new?
