Access 2007 installation packages not installing on Terminal Serve

I'm trying to install an Access 2007 package on a Terminal Server 2003. I can
install the same package on all other computers and servers in the Domain,
but not the server running Terminal Services. I get the error "Another
version of this product is already installed. Installation of this version
cannot continue. To configure or remove the existing version of this product,
use Add/Remover Programs on the Control Panel."

I've tried uninstalling Access Runtime which installed on a previous install
and it still gives the same error. The main difference between this version
and a previous package that worked is now this version uses ADO to access SQL
Server 2008. I removed SQL Server from the Terminal Server with no
improvement.

Office Enterprise and a volume license key is required to get Access on
the system.
