No response to ctrl-alt-del

The computer is a Windows 2003 Server, Standard, SP2, configured as
file/print server on the domain. A couple of days ago, the server stopped
responding to ctrl-alt-del to unlock the server, and remote access stopped
working also. I feel like the problem has to do with too many terminal
services sessions in use or something related to that, but I thought a
reboot would clear that up. It didn't. After reboot, I'm back in the
situation where I can't remote access the server (either on the lan or over
the internet via RDP) and it will not respond to ctrl-alt-del. I'm obviously
going to have to reboot again, but when I do, any thoughts on how I can
troubleshoot this problem? Thanks.

You may have to perform a System State restore from your most recent backup.

Wow, didn't think the problem was that serious. So now my question is, won't
my most recent system state backup reflect the erroneous settings, and
therefore not help when I restore it?

If this is an easy question to answer then you'll get lots of replies. If it
is not then you may need a sledge-hammer solution in the form of a System
Restore. Of course you must select a backup that was taken before the
problem occurred!

this.
