Hi there, creating a site in AD is fairly straight forward. You need to
configure subnets first, then sites, then add the subnets to the appropriate
site. This is all done through AD Sites and Services. The following article

Not a must. But if the link is down they can not authenticate against a DC.
Then they work only locally on there conputer. Also if you don't have an
available DNS server they are not aible to browse, because DNS request can
not be resolved.

If you don't have a DC in the site there's really no point in creating it.
Sites are intended to facilitate AD replication between DC's that aren't
connected at a high and reliable speed. They also allow pc's in that site to
use the local dc for logon authentication etc. Therefore a site with no dc
offers no advantages just more administration.
