Using 2008 TS CALS on Windows 2003 TS Servers not on Domain

We have a Domain controller at a Corporate office that is Windows 2008. In
satellite offices we have Windows 2003 TS's the aren't on the domain but part
of a workgroup. We need the ability to connect up to 5 users to each
satellite TS at a time. We bought 40 WIndows 2008 TS CALS, and are now
thinking that we should have bought 8 five packs of Windows 2003 TS Cals
instead. Is there any way to effectively and legally use the WIndows 2008 TS
Cals for these 8 Windwos 2003 TS's that are remote on their own Workgroups?
Can the 2008 DC handle licensing for these satellite workgroups? Is it a
license vioation to use the 2008 TS Cals on 2003 TS servers?

Legally it's completely OK, you can't even buy 2003 TS CALs
anymore. You'll have to install them on a 2003 LS in each
workgroup, using your downgrade rights. You can't use a centralized
LS because the Terminal Servers need to be in a trusted domain.

AFAIK, you will be automatically given this as the only option when
you install 2008 TS CALs on a 2003 LS.
