I have a standalone web server that needs to allow people to change their
passwords through the web for content. I presently have been using the
servers ntfs permissions.

Hello,

You can use IISADMPWD:
Implementing the Change Password feature with Outlook Web Access
http://support.microsoft.com/kb/297121/en-us/

Despite the title, it works without OWA, it's just that OWA use it.
