Re-enable 'Recent Files" Lists in all programs

One of my super-security programs set something in my Registry or in an .INI
file so that none of my programs have the ability to display their "Recent
Files" lists from the "File" menu. The option for displaying or not
displaying the list is grayed out in programs such as Word, Excel, etc. This
means it's been disabled at the System level.

I want to see my recently opened files in all my programs.

Can anyone help?

Are you running TweakUI with Explorer>"Maintain document history" unchecked?
