Will IAS meet my authentication needs as a Radius Server?

and what are some of the first steps I need to take towards getting started?

Yes, IAS is a full feature RADIUS server.

Here is a link for Server 2000. If you are using 2003 there is a link
from this article.

If you are using 2008 it is different.
