Win2k3 licensing issue

Recently I came across a Windows 2003 server licensed in per server mode with
5 CALs in which almost 50 users had open sessions and open files. How can
this be possible? (I also had to start the license logging service to see the
5 CALs, otherwise, where can I see them?)

After you started it what happened?

The license logging service was stopped??

The license logging service was stopped and at the same time I had almost 50
users running open files on the server

Once I started the service, nothing really changed, except I was able to see
the 5 CALs under per server mode in Control panel - Administrative tools -
licensing
