Problem installing Windows Update: KB110806

It seems that I get errors when I try installing the KB110806
After this attemp I can install nothing using the Microsoft install program:

The following event logs are all I have to go with at this time
Platform:
Windows XP Home Edition SP3
AMD Athalon 64 bit CPU Dell E521 hardware
Appears to be fine except for these event log entries:
Events 59 and Event 32
Note aside from the failure in updates I see no problems with the hardware
as had been reported in a similar case. I have not set any special
permisions unless Norton security or Ghost does sets Owner permissions on any
directory like the on reported in one of the other similar questions out there
By the way writing down ambiguous abreviations does not serve anyone. I have
no directory
WDOWSXS what ever was meant by that. I prefer when questions are answered
that they be without puzzles or extra guessing even HKLCL is ambiguous for
those who do not know what it is.

1. Write down what .NET Framework versions are already installed before you
go uninstalling/removing any of them!

How to determine which versions of the .NET Framework are installed and
whether service packs have been applied

The ultimate answer was to install the latest Microsoft Installer Version 4.5
This fixed all the problems. What still is not clear to me is how the
earlier installer
presumably 3.1 failed so horribly.
There was no adware. SidebySide is in fact I believe a compatibility program
that helps
AMD 64 bit Athlon (a highly unsupported processor from what I can tell thus
far)
Intel should have little concern. Its like the process was blackballed.
The only security software that runs on it is Norton 2009 Internet and Ghost
By the way Zone Alarm does not support it nor does Mcafee nore does Kapersky.

I would not buy one again if given the chance its not worth the extreme
headache!
