MSXML 4.0 SP2 Reinstallation proplems

It appears that my MSXML 4.0 SP2 (KB927978 and KB936181) are corrupted as
well as my .net framework installs.

A very important program is not functioning and the tech support over there
suggested that these programs may be the culprits. When he attempted to
uninstall and reinstall them we got error messages on them all. He was right.

For KB927978 it says,

"The feature you are trying to use is on a network resource that is
unavailable.

Click OK to try again or enter an alternate path to a folder containing the
installation package 'msxml.msi' in the box below.

Use source:
e:\1c36409ef7fec974e1476d5c53\"

This one is so frustrating because I can't get anything to work. I tried
installing MSXML.msi over it but there are error messages on that. I tried
doing it in safe mode as administrator and it stated that "The administrator
has set policies against this kind of action." I tried to find a way to give
my other accounts access.

For all of these files I'm getting all kinds of unsolveable (for me) errors.

Is there something safe that will just rip them out so I can put in some
fresh installs? The programs that are failing due to these programs just
happens to be my McAfee.

Oh yeah, for the .net framework it turns out I have 1.1 but Windows Update
has version 2.0. That won't install.

Please, I know there are so many questions pertaining to the error messages
but I just wanted to beg someone out there to walk with me through this.

I've been having an awful three weeks with my PC.

For just a little more info, there was a .vbs virus that scorched through my
system recently. I finally got rid of that and now this.

Pleas help.

Okay Rob, here's a good one...

For the file msxml.msi, when I try to install it as Administrator, using XP
I can only log on is safe mode, it states that there are "... set policies
againt this." But when I log on with the user name that installed the OS and
with full permissions set I get the message...

"The installer has insufficient privileges to access this directroy:
E\Program Files\MSXML 4.0. The installer cannot continue. Log on as
administrator or contact your system administrator."

Now that's a loop.

Any ideas?

I have not been able to extract any of the .net files yet. But I'm still
trying.

Regarding those .net reference pages, they looked like quantum to me at
first, but after going through them a second time I'm navigating them better.

However, referring to the .net framework versions installed I'm confused...
in my Add/Remove it shows two 1.1's, one just listed as 1.1 and another
listed as 1.1 Hotfix (KB928366) but when I got to my Framework folder it
shows v1.0.3705 which has no mscorlib.dll file and v1.1.4322 which has a a
mscorlib.dll file that has a slightly different version number as the one
available on the download page here at Microsoft.

If I can remove these:

Am I supposed to reinstall both of those?

What about the 1.0 that's not listed in my Add/Remove that has no way to
verify confirm the version? The program at the Microsoft site is version
4.71.1015.0. that does not match with anything I have in my folder, which is
v1.0.3705 with no mscorlib.dll or the Add\Remove listings which are both
named as 1.1 versions.

Does the slight version difference of the 1.1 matter?

I'm fairly confident I've got the right .net framework files. I found the
hotfix file listed in Add/Remove as well as the 1.1 mentioned above although
I ignored the slight variation of the file exteinsion.

The new problems:

When I try to install dotnetfx.exe as administrator in safe mode it starts
just fine but then after extraction states that Microsoft .NET Network Setup
Failed. Consult Product Support.

When I try to install it with my user account, which has full permissions
for Program Files, I get the error message:

Microsoft .NET Framework 1.1 Setup

Error 1317. An error occurred while attempting to create the directory:
E:\Program Files\Internet Explorer

I don't know why they are trying to create a new IE folder, one already
exists.
Anyway, I don't know what to make of this.

Would someone please help?

Thank you very much for that... I had NO WAY of knowing. Not one clue. I
thought it would be annoying so I erased them thinking it was a courtesy.
Funny.

I also mentioned that posting HERE was a mistake which is why it was double
posted in the "General" category and I ceased using it as you requested.

Now is there ANY solution to this 1317 error?
