After recklessly using a registry cleaner, I can no longer upload files (DSL
speed test upload speed = 0).

Event viewer shows "upload manager failed to start ID: 7000). Account
specified wrong.

It looks like my computer name has been removed from some service that is
trying to start, but I haven't figured out how to find the name of it.

I did a system restore from a safe date, but no joy.

Local system network DDE disabled
network DDE DSDM disabled
remote access auto connection manager disabled
(I think this is due to remote access being disabled for security).

I do have a drive image from a previous backup stored on another drive, but
I have since added/removed a few programs.

Running XP Home.

I tried two different browsers, but it doesn't seen related to that.

Any ideas on how I can fix this?

The least destructive of registry cleaners make a backup of the registry
before they start mucking with it.

You might start there.
