I'm not sure if you mean activation of the Windows Server OS, or
activation of a TS Licensing Server.
Buth in both cases, the answer is: yes, you can activate without
the license certificates.
Assuming that you mean activation of a TS Licensing Server, you can
do that now, and then later install your TS CALs when you have
received the paperwork.
