My win XP machine has suddenly started disabling my keyboard on Windows
bootup. This applies to both USB and PS2
The keyboard functions properly until the windows screen appears with the
Blue oscillating bar under the windows logo.

I am out of good ideas. Does anyone have any new one or has anyone
experienced the same problem?

The XP driver for the kb is probably damaged. Open Device Manager,
remove the kb, then reboot. The kb should be reinstalled with,
hopefully, a working driver.

Things to try:

1. Does the keyboard work in Safe Mode? If yes, then do as Elmo suggests. If
no..
2. Try Last Known Good Configuration from the same menu as Safe Mode. If
that doesn't work...
3. Try Safe Mode Command Prompt and run a System Restore to when things
worked. From the command line:

c:\Windows\System32\restore\rstrui.exe [enter]

What changed between the time things worked and the time they didn't?

Then since you still haven't answered my question as to what changed, I'm
afraid I can't help you further.
