Windows Vista Please help me! Vista is blocking .exe downloads for my "Protectio

All of a sudden I can't download files that have .exe on them such as
self-extracting archives or install files and also when I try to unzip files
with an .exe executable in them it will block that part of the zip file.
Everything else unpacks just fine..

I could always do this before, but for whatever reason, a Vista "Security
Update" or something, is now blocking them.

I have Windows Vista Ultimate, with the Firewall active, Defender active and
I'm also using Norton 360. If I turn off Firewall and Defender I keep getting
popups warning me I'm not protected and that's a pain of it's own..

I'm not sure what is doing the blocking but the popup says:

To help protect your computer, Windows has blocked access to this file.

Name: %&$#@*+!

How does this help protect my computer?

I never got this before. I am an Administrator and even tried to log on as
the Administrator but got it just the same...

Can anyone help me cure this and stop it from blocking my downloads?

It could be that the DEP is turned on for all programs and services, you can
change that by going into Control Panel>System>Advanced system settings>and
click on the DEP tab.

My DEP section was grayed out. So I'm assuming that it is disabled.

Any other ideas?
