Recurring error 8007000D on Vista Ultimate SP1 x64

I'm getting Windows Update error 8007000D for several updates,
including the new extra 'Microsoft Tinker'.

I have already tried the following troubleshooting steps:

net stop wuauserv
net stop Cryptsvc
cd /d %windir%\SoftwareDistribution
rd /s /q DataStore
ren %windir%\system32\catroot2 catroot2.old
net start wuauserv
net start Cryptsvc

I've also ran sfc /scannow, and have tried to fix Windows Update by
installing the CheckSUR tool: http://support.microsoft.com/kb/947821

Unfortunately nothing helped.

The Event Viewer has the following additional info in errors:

1: Windows Servicing failed to complete the process of setting package
954955 (Update) into Install Requested(Install Requested) state

2: Installation Failure: Windows failed to install the following
update with error 0x8007000d: Microsoft Tinker.

If this tool is not being offered via Windows Update, download and
*save* it: Description of the System Update Readiness Tool for Windows
Vista and for Windows Server 2008
http://support.microsoft.com/kb/947821

8007000D is one of the errors listed that it may fix.

0x8007000D ERROR_INVALID_DATA The data is invalid.

After the download completes close all open programs and browsers.
*Right* click Windows6.0-KB947821-v4-x64.msu, choose 'Run as
administrator' and follow the prompts to allow it to run.

If it fails to resolve the error, then check the logs that are located at
%windir%\logs\cbs\CheckSUR.log
%windir%\logs\cbs\CheckSUR.persist.log
for errors.

Did you clear out your temporary internet files etc as well before or after
renaming the softwaredistribution folder and rebooted?

The DirectX9 End User runtime offered on the MS Download Center is 80.3
MB. On cable broadband that would take about 3 or 3 1/2 mins, 15 minutes
for DSL/Cable 768K, or 43 minutes for DSL/Cable 256K.

One could download the entire package from MS and then extract
directx_aug2008_redist.exe [ 7Zip can extract the files included in the
redistibutable], then extract all of the x86 files from the
Aug2008_d3dx9_39_x86.cab in order to obtain D3DX9_39.dll and it's .inf
files.
Then install the .inf files by right clicking them and choosing Install.
Make sure that d3dx9_39.dll is now located in WINDOWS\system32 after
installing the .inf files.
If it is not, manually move it to that location and register it:

Start > Run >
regsvr32 D3DX9_39.dll
Click OK or press Enter.
You should get a message that the .dll file was registered successfully.

Now try to install MS Tinker.
IF *Security* updates are not installing then you are entitled to
no-charge support in getting the *Security* updates installed. This info
is found on ALL the Security Bulletins, such as:
