"end a disconnected session" is greyed out ?

win 2003 standard 64bit
terminal server configuration
connections
rdp
properties
sessions
override user settings checked
"end a disconnected session" is greyed out

Is a stand alone server with no AD so no group policy. Anyone know why the
"end a disconnected session" is greyed out ?

found solution sorry
c:\windows\system32\gpedit.msc ....

thought this was domain specifc but seems it can be set for SA server too.
