Change Temporary Device to Per User License

I have a single 2003 TS Licensing Server.
This was setup with 25 Per Device Licenses.
We started getting the messages re Temp License will expire in x days.
I added 25 per user licenses, but people on Temp licenses still get the
message and cannot connect at all once it expires.
How do I change the people on Temp Device licenses to use the per user
licenses?

Make sure that your Terminal Server is configured to use Per-User licensing.

I am trying to set it to Per User, but the only article I can find to do that
is at

But this says to look for "Licensing Mode" which I do not see.

Is there a reason that would be missing?

I found "Licensing Mode" under Licensing, but it only shows Remote Desktop
for Administration.

I would have thought that TS would not have worked in this mode, but I can
see the Licenses that have been assigned to particular machines in Per Device
CALs and they are able to use Citrix apps just fine.

What is missing here? Do I have to uninstall and reinstall TS Licensing and
choose Per User Mode?

No, you have to change the Licensing mode on the *Terminal Server*
not on the TS Licensing Server.

Note that when you do this, your TS will not use the Per Device TS
CALs anymore, just the Per User TS CALs. And since Per User TS CALs
are unmanaged in W2003, you will not be able to see how many of
them are actually used. So you'll need to keep track of the total
number of connecting users in some other way.
