Problem with taskbar hiding the bottom of window

A friend did who knows what with her XP and now:

the taskbar hides the bottom of all windows (incl. scrollbars, etc) both in
maximized and normal size mode.

The taskbar is set to "always visible", "auto-hide" is off, "lock" is on.

I never seen such a thing in my life, I'm totally buffled what she might
have done. I have tried to set the resolution back and forth, switch locked
and auto-hide, restart...nothing helps. Maybe she clicked a shortcut, but I
do not see logic in taskbar hiding the bottom of windows. Anyone encountered
something similar? Or is it some kind of bug?

Maybe Keep Taskbar On Top of other Windows is checked?

Drag the window upwards and then shorten it at the bottom.

Checkpoints:

De-select auto hide the taskbar
Select keep the taskbar on top of other windows
