Could not detect all memory installed

We just purchased new HP server with 8GB Memory installed. But after I
installed Windows Server 2003 enterprise version, the server only shows
3.25GB in the system.
When I restart the server, the bios of motherboard shows 8GB Memory
configured. But there is only 3.25GB in the computer properties and task
manager in the Windows system.
The windows operating system we are using:
Windows Server 2003 R2 Enterprise version with SP2 32 bit.

Is someone here to help me figure out the reason?

From your post I can see you're running a 32-bit OS. Can you check
whether Physical Address Extension is enabled on the OS?
