Second hand hard drive with COA and product key for Windows XP

I have a second hand hard drive with COA and product key for Windows XP Home
Edition OEM Software. I plan to reformat and reload the hard drive. Will this
product key work for me as the second owner and allow me to get all Windows
updates?

Are youi going to be insdtalling it on to the original computer? If
not, this is not a legitimate use of the OEM license. Anyway, you
failed to mention what specific sort of CD (true generic installation CD
vs. a BIOS-locked installation CD vs. a "Recovery" CD) you have, so we
can't answer the question.

OEM software is tied to the original pc it was installed onto, so no it will
not be a legal install

I have the original PC with COA and Product KEY, but no CD for Win XP. Now
I'm trying to find an inexpensive "recovery" CD that I'll use with my Key.

In the situation you describe, any unbranded, generic OEM installation
CD, for the same WinXP edition, should work.
