Last time, I posted this probelm:

I follwoed the instruction, and it worked!!!! Thanx Mr. Russo.
I have this same problem again, I was puzzled, but I said, no prob, I just
do the same fix....and guess what?! Microsoft decided to take away the "File
Type" tab, and put it somewhere else. After some wild goose chase, I locate
the "File Type" thingy, but that fix suggested by MR. Russo as follow:
6. Verify that Confirm open after download is selected.
is gone. There is simply no such option.
At least I worked out the riddle why the download window suddenly gone,
Microsoft decided to change thing and this must be the unintended
consequence. But now I left with a new problem (or an OLD problem that no
longer can be fixed with the OLD method).
So what's the fix?
Microsoft, stop changing things!!!! One little change here will have a
rippling effect elsewhere!!!

P.S. This missing download problem seems only happens when the file I try to
downlaod is a zip file (again, something to do with that pesky ZIP file
extension). I have no problem downloading ZIP files despite the missing
download window. The Windows informing me of the downloading process in the
status bar in the bottom left corner instead of an usual pop-up download
window. What's prob???
1. The message doesn't show what percentage is the download, or what speed
the downlaod speed is. In other word, not informative.
2. Quite often, the message says "done", when the download is still
occuring. In other word, mis-inform.
3. A "save as" window only pops up AFTER the download finishes (whenever it
is as you wouldn't have any idea), and sometimes only then you realise this
file has already been download as the "Save As" windows tells you so. If the
"Save As" window prompts BEFORE the download - if it was correctly working -
this disappointment would have been avoid and save some time.
