The monitor does not go off according to the power system

For the past few months the monitor will not go off after the computer is
inactive for 15 minutes. It has been set that way since I got it and worked
fine. That is the way I set the pwer system to operate.
Now the screen will go off only if I turn it off myself. Any ideas?

What do you do just before this stopped working? Video driver change?
Wireless mouse install? Software installs?
