iTunes download screwed up my PC

Hi. I have a Compaq Presario running Windows XP.

I just downloaded the latest version of iTunes, and it's wrecked my CD/
DVD functionality. (This happened to me once before, too, but I
thought it was a broken Optical drive, so I installed a new one.)

The only thing that works now is playing songs in the iTunes library.
If I try to play a CD or DVD, there's a ticking sound, and distortion.
This is true even if I used a different player from iTunes.

If I try to upload a CD into iTunes, iTunes does it, but at about
1/15th the normal speed, and all other computer functions are slowed
down drastically while the upload is occurring.

Any ideas on fixing this?
