Terminal Server 2003 and Windows 2008 Domain Controller set to 200

I have setup a new domain using windows 2008 with ad set to 2003 mode.
My issue is that the Terminal Server will not process andy bat files from
netlogon.
Has anyone seen this issue before.

I would post this in the appropraite windows server newsgroup. this
newsgroup is for Terminal Services.
