Can't remove programs

Most do not have the Remove/Change button in the control panel. Any
ideas why and do you know of any utilities that will do so?

You've got to be way more specific.
Some programs don't have an uninstaller, you just delete the file.

90% of games. Anything from MacroMedia (Not that I want to uninstall
them - for sure), anything Adobe (same company now), and various
applications.
