Remote Time Update

Lost in Microbiology

We have two notebook computers in the field that are not connected to the
internet or network. The users have limited accounts.

Is there a way to update the time zone (or clock time) as a limited user
without giving them the administrator password? Or even a batch file I could
create and write to a disk or flash drive to have them boot and/or use? These
computers contain patient information, so all wireless and lan setting were
disabled so the sites could not modify certain settings.

Thanks for any help or ideas for life science inclined.
