The Remote device or resource won't accept the connection

This message pops up when I try to open internet explorer or google chrome. I have Norton antivirus. I have tried changing my settings on IE and Norton and all other settings I could think of. I have tried various different wireless networks and get the
same error message. What can I do to get on the internet?
