A second keyboard layout (Arabic Saudi Arabia ) is automatically added

I have only one Arabic language in the language preferences (Arabic Qatar) but somehow a second language is being added once I login to the windows 3 second later (Arabic Saudi Arabia), I tried adding the same language and remove it but it comes again after restart

I also tried the below :

1- Removing the registry Path ([-HKEY_USERS\.DEFAULT\Keyboard Layout\Preload])

2- Adding a new key word value to “HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard Layout, in right pane right-click and choose "New" then "DWORD Value", name it "IgnoreRemoteKeyboardLayout", then double-click it and under "Value data" type "1"





none of them works



Please help me solve this issue
