For some reason none of the users on a Windows 10 1607 are able to change the desktop wallpaper. The problem can be reproduced for both existing and new profiles. When users log on they get a black back ground and when they try to personalize the desktop they switch the background from solid color to Picture and click on any of the available (default) backgrounds, however the desktop image does not change and remains black.
C:\Users\UNAME\AppData\Roaming\Microsoft\Windows\Themes\CachedFiles contains a CachedImage_1920_1200_POS4.jpg file which is a solid black background. If we delete the file it comes back.
This is a domain computer and there is no group policy preventing users from changing the desktop background. Under Ease of Access Show Windows Background is Enabled.
Any suggestions are greatly appreciated.
Right clicking on any image and selecting set as desktop wallpaper does not change background.
