I did check the registry already, tbh its likely a virus but my av isn't catching it so maybe if i can get lucky someone has an easy fix for this. In registry the shell to start is already explorer.exe with nothing else in the field. Now i can start explorer by typing it into the tast manager run new task so its not like its all that big of a deal i don't restart or shut down often lol. Still it would be cool if someone knew how to fix this without reinstalling windows lol. Not that its difficult but steam games are large and xfinity has us on a cap on how much we can download a month lol.
