Windows 10 Running elevated Win32 application in kiosk mode

It is possible to run elevated Win32 application in kiosk mode?

We have a UWP that launch a Win32 process which then execute some netsh commands. Since those commands requires admin rights, the Win32 process is launched as 'elevated' (now possible with Win10 1809). This is tested and works fine in standard user account - when launching the elevated Win32 process, Windows UAC prompts for permission as expected, then execute the commands. However, in kiosk mode, this doesn't seems to work. UAC was never prompted, and the expected return from the netsh command was never received.

Anyone has any insight on this? Thanks.
