Impossible to change permissions or take ownership over file.

I have a file that AVG Antivirus Free has detected as a Trojan-gen with the name "DBcHMDC" this file is located in the "C:\ProgramData" folder.

When i ask AVG to solve the issue, it isn't able to do anything. So i went to check on the file myself, it turns out i do not even have permission to read the file. I have searched the name of the file on the internet but it looks like it is a random name.


This is what the security tab looks like compared to what i believe to be the normal security tab on files:

I am from the Netherlands so my language is dutch in the operating system right now. But it basically just says you do not have "reading permissions". when you continue on in the the advanced tab it just has the same message or something related to not being administrator, but i have 100 % confirmed that i am administrator. when trying to change permissions of the parent folder and even the C: drive this file turned up as an exception not allowing me to change permissions. I also have not identified an active program that this file is accessing.

I might be missing something here maybe a stupid mistake.


*Little side note

the reason why i downloaded AVG along with malwarebytes is because i had my edge browser redirect every time i clicked on a google search result to a yahoo search engine with the same subject in the search bar as i searched in the google. malwarebytes had stopped that but i still get messages from the program that it is stopping a trojan program when i use edge. So i thought this file might be related to that issue.
