Windows 10 numlock never ON at startup with fast startup enabled (registry tweaks do not work)

Hi

Every time I shutdown my Dell Latitude 5580 (Win 10 Enterprise) my Numlock is off the next time I boot.
This is NOT the case after a restart or when I turn off fastboot but I want to have fastboot enabled.
This is very annoying for typing passwords at the login screen.I tried all possible registry tweaks ("2147483648", "80000002" , "2" and "2147483650) for ALL users (including default and current user) but nothing helps.
I googled all possible tips and tricks and spent hours testing them out but could not fix it.
The laptop has all latest updates and drivers installed.
Numlock is also enabled in the BIOS settings.

I experienced the same behaviour on another Dell Latitude and an older HP Probook both with Windows 10 pro so I'm not sure if this has something to do with Brand or version of Windows 10. On our Lenovo thinkpad and our mini desktop PC (both Win 10 pro with fast startup enabled) there's no problem with numlock at startup, it's always ON.

First I thought this was a Dell issue but I noticed the numlock stays on if I shutdown from the lock screen (even without logging out the current user).
I already asked this on different forums (Bleepingcomputer, Microsoft forum, Dell,...) nobody can explain why.
I compared the registry settings from the Lenovo with the Dell's but I see no difference there.
