Today I updated my Windows 10 Pro x64 from 1803 to 1809 (build 17763.1), and spotted a bug in TaskManager.
It does no longer display the correct CPU usage for processes.
Can someone reproduce this issue?
f.e.: running a busy loop in powershell
while($true){}
the details tab of TaskManager:
I already rebooted: this did not fix it.
Maybe it is due to my system language (german)?

the details tab of TaskManager:
- displays the powershell.exe process as 25% (this is on a 2 Core, 4 Threads CPU): OK
- Performance tab display CPU usage of 33%: OK
- the Processes tab displays 32% CPU: OK, but "Windows Powershell" is only using 3.9%: WRONG
I already rebooted: this did not fix it.
Maybe it is due to my system language (german)?
