Windows 1o Enterprise
Version 1703
OS Build 15063.502
PC has been previously used with Insider Program, was then rebuilt with just the latest ISO of Win10 Enterprise, but will fail to install windows updates.
tried installed all motherboard drivers, no change.
rebuilt other PCs using same ISO file on same USB stick, without issues.
If I rebuild with previous version of Win10, its fine, will install updates without issue but then when upgrading to Win10 Creators edition, updates no longer work and I get the error message:

Tried resetting the updates cache, no change
Tried dism /online /cleanup-image /startcomponentcleanup. no change
to repeat, this is a fresh rebuild from scratch, no other software installed, and the computer is currently unable to be used as it cant get windows updates.
does anyone have any suggestions?
