Windows 10 Default Windows Store apps are missing from random accounts

We currently have Windows 10 ver 18.03 deployed on about 700+ machines in an enterprise environment. On some of these, all the default windows store apps (Sticky Notes, Photo Viewer, Calculator, etc) are missing from some users accounts. On other accounts, just one or two apps are missing. If I log into other accounts they are present and working. On other accounts, they are not listed in the install apps.

It's not that they are present, but ghosted out, they just aren't there. I know they are installed, because they run in other accounts.

I've run PowerShell script to remove and reinstall all packages, but there is no change. I've deleted the user profile and recreated, and they still don't show up.

Listing the app in PowerShell for one user (wardn) results in Sticky Note is installed.
