Windows 7 Windows update not functional on Server 2008 R2

I have a server that stopped updating a couple of months ago. I have tried various fixes, like resetting Windows Update components, running running SFC repair, etc, with no avail. When you check for updates, the Windows Update service stops and the check continues forever! If I try downloading a specific update and installing it, even KB947821 (Windows Update Readiness), Windows Update service stops and the standalone installer fails with code 0x8024001e. Running the WindowsUpdate.diagcab says it's resolving problems, but upon completion, still says not fixed for Windows Update error 0x80080005. This is a healthcare system that has a monthly downtime for patching, otherwise I can't restart it at will. Any suggestions would be appreciated.
