Windows 10 Dark Theme makes text unreadable

With the dark theme enabled on Windows 10/Server 2019, the text in some areas becomes unreadable because the text is black and the background is dark. For example, when using control panel/uninstall programs, the list of programs generated has the icons with normal color, but the description and other columns can't be viewed unless you switch back to the light theme. Is it possible to change the background color, or the text in these area's? It is also a problem with applications such as sysinternals. Would be nice to not have to switch back and forth when using various tools.
