Windows 10 How to fix "you must ask an adult for permission to use Powershell" ?

I keep getting a pop up upon login telling me I need to ask an adult for permission to use Powershell. It happens all the time on my laptop and just today it has followed me to my desktop. I have Microsoft Family set up with myself as the adult. There is another adult user who does not get this on either computer and two child accounts who also do not get it. What's going on with this message and how do I fix it?
