Windows 10 Text selection, scroll delay, Wacom... what a mess

I hope someone can shed light here. The problems are not only persisting but are getting worse. I noticed some in W8 already and decided to continue W7 instead since W8 seriously slowed me down.

Situation now
Laptop W10
Wacom tablet
Just installed the Fall update
I have been using Windows since the early nineties

Text highlighting in browsers: impossible (this is also the case in Opera on Windows7)
Trying to highlight text used to do nothing but after this recent Fall update, it will scroll the entire window which is a big no no, come on this is not a touch pad!
Holding down pen on tablet: makes page scroll (enfuriating)
Delay when using scrollbars on application window edges, they have to be held down first.
Scrollbars in Explorer only work after activating them by double-click: if I select an item on either left or right, the scrollbars no longer work and I can't navigate to a different folder. I have to double-click on the scrollbar to activate it which sometimes does not work, then I have to double-click a few times or first use the right scrollbar to 'thaw' the left scrollbar. As soon as I select an item on either the left or right the left scrollbar gets stuck again. This is seriously slowing down my work.
Selecting items can be a pain since clicking next to them will scroll the window.

Scrolling is a big problem at the moment since scrolling will first trigger scrolling an entire window, not the element in which the scrollbar sits. For instance, while typing in this field, I tried to scroll down a bit. This did not work since the entire page was scrolling instead. I had to activate the scrollbar and then scroll it (took a few times).

What is going on here?
I am trying to get my work done, is Microsoft assuming we all have touch screens or is using a Wacom pen impossible to combine with Windows10? As a graphic designer with severe CTS I can't use a mouse, nor would I want to since a Wacom tablet allows me to move very freely and draw very naturally.
