How do I prevent limited users from starting the "Windows Installer"
service. Or how do I prevent users from starting any services at all?

Hello,

this is not a good idea. Windows installer is part of the OS and is
needed/useful.

The solution to your office problem (replied on windows.security) is NOT to
block this service.
That's just a poor workaround...

As i just proposed to you on the windows.security forum, could you try:
msiexec /unregister
msiexec /register

to get rid of your office impersonation ?

A few years ago i used to work in a school and i prevented the users from
using the windows installer.

Do to it i used a group policy and it worked fine.
