Windows 10 Cumulative update bug breaks index in search setting or control panel items

Hello everyone IT Pros. Can anyone else confirm this or am I missing something? When latest Cumulative Update is installed, newly created user profiles cannot search anything settings (like item from Control Panel or new Settings Panel) from the start menu or the search bar.

To reproduce the problem:

  1. Download the latest Windows 10 ISO 1511 or 1607 version from Microsoft's website (checksum is matching with Technet ISO)
  2. Do a clean install like normal. During setup, I chose Express Settings, I Own It, Skip Microsoft Account, and named my initial account User1.
  3. Log in with User1 everything works fine
  4. Create another traditional user account, User2, log in with User2 and search working well.
  5. Install all updates from Windows Update and reboot
  6. Create another traditional user account, User3, log in with User3 and search stopped working for this profile. User1 and User2 working good.
  7. Try to search for "update" in the User3's start menu. Notice that the start menu says "These results may be incomplete" and does not show any results. Also notice that this folder is empty: c:\Users\User3\AppData\Local\Packages\windows.immersivecontrolpanel_cw5n1h2txyewy\LocalState\Indexed\Settings
  8. Now, to fix the problem, uninstall latest cumulative update and reboot.
  9. Log in as User3 again and perform the same search. Return the correct results and work as expected.
  10. When I install Cumulative Update again every newly created profile suffer from searching issues.


This problem occurred on almost every PC in my company/home/environment probably also in you. Basically it’s all down to this missing folder… %localappdata%\Local\Packages\windows.immersivecontrolpanel_cw5n1h2txyewy\LocalState\Indexed\Settings\en-US or other locale folder When Widows 10 creates a new profile it doesn’t include the Indexed folder which contains the settings for all the Language packs.. Thus breaks the indexing function for that profile. It's awesome that I get tired of this issue since Windows 10 was revealed. So far Microsoft doesn't fix this bug! OK, I can copy missing locale folder from initially created profile but this is not a long-term solution. I tried almost every advice which I can found in Internet, sfc scannow, reinstall cortana, fix services, install another CU, install other build, try almost 100 different PC/laptops with various configuration... I'm IT Pro in medium size company and this problem drive me crazy. I can even say that this is most strange and annoying problem in my career which I can't handle. Can anyone help or escalate this problem?
