We have several Windows 10 1803 workstations that present with the following screen when trying to msra /offerra

"Your Offer to Help Cannot Be Sent - please check the following: permissions or network connection"

It happens immediately upon offering assistance, and does not matter if the helper using Win7 or Win10. However, we seem to only be seeing this when the novice is utilizing 10.1803

We've reviewed what's available on here in terms of fixes, and other sites with no avail. A few points of interest. this only happens to non admin users that are trying to RA (even though GPO is set correctly and they are in the Offer Remote Assistance group). Also this only affects unsolicited RA. Invitation file works fine. If I add the users to the Distributed COM Users group they can initiate the connection w/out issue but that is a problem for our security team.

Also, this is a recent development and tmk nothing structural has changed. The workstations were treated with the December Zero day remediation fixes from Microsoft, but otherwise are unaltered.

I'm stumped; any guidance would be greatly appreciated. This is for minor build version 476 or 523 of Windows 10 1803.
