Long story short. Someone used a local administrator account to install software on a machine. After which no one else can use that software. the application is stored in program files (x86) however, only the local administrator account can view it. When A domain administrator tries to uninstall the software they receive an error stating the files do not exist. Attempting to reinstall the software results in access denied to the program files (x86)\<software directory>.
This is some more information on what we have tried:
Enabled show hidden folders and show system protected files (still not listing)
Tried command line dir /A:I H no results
Logging in as the local administrator and uninstalling the software, and verifying the folder does not exist in the %programfiles(x86)% anymore (works, but when you log back in as a domain administrator and attempt to reinstall the software states the same don't have access to the folder.
Attempting to manually create that software directory in explorer results in Unable to locate New Folder, but can create a any folder with a different name. (This is after the local administrator account has deleted the folder)
Tried removing the profile for the domain admin account and logging back in but results in the same issues.
This is only happening for one application.
chkdsk came back clean.
It's almost like the default user got corrupted and is holding on to some bad information, but I can't seem to find out where or find any evidence of it. Any help would be greatly appreciated!
