Task scheduler Win 10 Home didn't triger task

At the beginning, I apologize for my English is not the official language in my country.
My problem is that the task scheduler in windows 10 home does not start the created task according to plan.
The task is to run the * .bat file that will trigger forcing password change at login. I set the schedule for each first day of the month at 7:00 am, I marked the quick start of the task if skipped the startup, option to run manually, set the task to run with the highest permissions, regardless of whether the user is logged in without password storage and the user has administrator privileges.
Even if I start task manualy with this settings, it doesn't work. I can only start the task when I select that the user must be logged in but it still allows for one-time startup because when the password changes the task automatically does not work.
I will just add that the same task is set for Windows 10 Pro and Enterprise and everything works fine.
